RH doesn't ship "official" kernels, they usually apply some patch they
feel important before distributing RH-Linux. On the other hand,
developers always send patches generated against Linus' sources.

To patch in Speakup you need to get old of a copy of the official
kernel sources (I did't try the patch, but your symptoms look
unambiguous).
