Yes this is very doable. Speakup is a package that gets compiled in to the Linux Kernel. It allows speech from beginning until the end of what every you in Linux.

What you will need to do is to gather your tools for the install. You will need a Kernel patched with speakup which you can find at http://www.braille.uwo.ca/speakup. Next you will need a Linux distribution. You will want to get that distributions boot disk and dd the Kernel you got from the speakup page on to that floppy.
