To have apt-get, you have to download (by ftp) and install (with dpkg
-i apt_*.deb) the apt package. You should find it at your next debian
mirror. Then you can install packages with "apt-get install package.deb".
I don't know which release of Debian you are using. I'm using the
unstable/development version in which apt depends of:
Depends: libc6, libc6 (>= 2.1), libstdc++2.9-glibc2.1
So you have to make sure those are installed. But you should better
discuss these things on the debian-users list. Check out www.debian.org
for the subscription details.
