Also make sure that the Windows partition is mounted vfat and not msdos.
You can check this by running mount with no arguments.  Mounting a
partition as type "msdos" will not recognize long filenames.  Unless you
use NTFS on your Windows partition, in which case msdos and vfat are
irrelevant.
