Sorry, this was my mistake. I used the wrong command.

Debian Unstable does indeed provide BRLTTY 3.9 now. To get it, just upgrade to
Unstable, or wait for it to appear in Testing if you don't want to run the
latest packages, with possible packaging bugs. (I must point out, though, that
Debian Unstable, despite the name, gives remarkably few problems most of the
time.)
