The problem is with the tg3 driver. Ethtool just prints out what tg3
reports. I have the same trouble with the same combination (tg3 & 5703)
and just went with bcm5700.

tg3 and 5701 does work properly, though. So I believe it is the combination
tg3+5703 that does not report link state correctly.
