Is problem with /etc/issue a matter for bugzilla?

Well it is now documented that if you tale the issue file creating
code from rc.local on 7.1 and put it in rc.local under 7.2 the
/etc/issue file is correctly generated upon booting.

Is this a problen worthy of bugzilla posting? If so I will post it.
