Care to quote the entire GRUB output of both commands?

(hd0) = /dev/hda = MBR
(hd1) = /dev/hdb
(hd1,0) = /dev/hdb1
Your /dev/hdb1 is mounted as /boot, so on it the /grub directory
should exist including the stage* files. What does GRUB not find?
