/usr/include/kde ?? (was: kde install location)

Is /usr/include/kde actually defined somewhere by now? 'cause there are
quite a lot of programs out there that will not find /usr/include/kde -
which is one of the reasons I don't like KDE in /usr. Many KDE utils seem to
expect $KDEDIR/include, which is easier, if you use /opt, but admittedly,
I'm not quite up-to-date with the FHS right now - so, what"s the story?
