I think this isn't really true. There have been some *huge* changes
within the 2.4.x kernels where x >= 10, and several nasty bugs in the
*released* kernels. If you want the latest and greatest, there is a
2.4.16 kernel in Raw Hide that is proving quite stable (I'm using -0.5
but there's a -0.13 available, I just avoided it since due to warnings
from depmod about a couple of unresolved symbols).
On the other hand, I think a degree of conservatism is expected in a
x.2 release from RH, new features are going into 8.0* (well, 7.2.90 :o)
