These programs need fixing. The right way to look for KDE includes is to 
copy the "admin" directory from kdelibs, and use the #MIN_CONFIG configure 
stuff provided in there.
If an application maintainer decides to hardcode something else, well, it 
may work for him, but it's just as broken as relying on specifics of a 
particular version of a compiler.
