Yes.

Yes.  On newer releases, there isn't even a kernel-headers package
anymore, it's been obsoleted by glibc-kernheaders (which is a copy of
the headers that glibc was compiled against).

The idea is that the user-space definitions in the kernel are not
supposed to change.  There's little point in upgrading the package at
each kernel update, since the contents will never change.  If they did,
glibc and probably all user-space applications would have to be
re-compiled.
