Thanks for your replies.

The problem seems to have  been that the broken NEAT program I noted in 
my last email did not change the networking scripts, thus:

/etc/sysconfig/networking/devices/ifcfg-eth1 was in its default state.  By 
adding the IP, etc, and rebooting, I was able to have both of the NIC's 
responding. 

It took a while to find but seems to be resolved.
