It might be a routing problem in the gateway (x.x.x.129), not the RH7.2 box. You could do a traceroute from outside to see where it gets routed to (and where it stops). Most likely that'll help you pinpoint the problem.
 
Another possibility is a firewall blocking access or a typo in the config.

RH 7.2 on a HP netserver, trying to alias a second ip address to the built in NIC. The alias and primary IP are both in the same public address range (x.x.x.135 and x.x.x.137) It looks like routing etc is set correctly, with the default route/gateway the same for both (x.x.x.129)
 
Symptom: Primary public ip address accessible from 'net, but public alias can only be accessed from machines on same public ip range -- I suspect the aliased IP is not being routed correctly, but i've tried everything i can think of to find out what is going on. All seems correct, but there obviously seems to be something wrong somewhere..
 
Both interfaces show correctly in ipconfig, and route shows the expected routes..
 
Any clues as to how i track this down? (I'm certain it's a stupid mistake, but i've been going round in circles...)
