On-board NIC

I have my eth0 up and running(ifconfig). set-up ip
address with netconfig. when i ping anything but lo
interface(which by the way means nothing) i get
Destination host unreachable. my router led is not
showing a connection.
dmesg | grep eth0
eth0:RealTek RTL8139 Fast Ethernet at 0xc284a400,

My puter is old. I don't even know what type of card
it is or if it is supported. Therefore i plugged in a
3com 3c509b card. Now lo, eth0, and eth1 all up on
ifconfig. Same issues, however the router led flickers
with no apparent pattern.
i have a hardware address and IRQ number. does anyone
have any suggestions for a newbie?
