Since this is a linux list, then a linux solution is probably the
most useful.

"parted" may be useful
It's on the 7.2 CD set.
Go read all the useful info on parted at:
http://www.gnu.org/directory/All_GNU_Packages/gnuparted.html

If you want a windows solution - go PAY for one of the many available
(I like Paragon's HDManager - it even includes a tools to mount ext2
and ext3 under windows :-)
