It's not supposed to check the .txt file, it's supposed to check the
tw.pol file, so my guess is you didn't do either twadmin --create-polfile
twpol.txt or tripwire --init
It's also a bad idea to leave the .txt and .sh files in /etc/tripwire.
Best to move those to the root account and make them immutable and give
them 0700 permissions.
