Senmail Problem

Dear Sirs,
I am using sendmail rpm which ships with the Redhat 7.2 and it is running fine. But now i want to use Milter feature of the Sendmail and for that i have downloaded Sendmail-8.12.6. I had untared the package and Rebuild it on test machine. I followed up the steps to start it. Now the sendmail daemon start but it is not delivering any mails to users..it creates empty files in the "/var/spool/mail" directory. no message ??? I had also checked with "sendmail -v root" and followed it with "." , it accepts the mail but not deliveruing any message.
