Electrical problems account for a huge percentage of illogical computer
problems. Could be something as simple as reverse polarity in the building
wiring that can cause system lockups and hardware failures. Electricity is
also famous for carrying a lot of interference and line noise that can
make all sorts of problems appear out of nowhere.
A good UPS should take care of at least the following: Power failuse, sag,
spike, brownout, overvoltage, line noise, frequency variation, switching
transient and harmonic distortion. Notice that surge protectors don't do
any of these.
If a line conditioner is needed, then I would also strongly recommend a
UPS as you have more than just an average amount of electrical problems to
contend with.
