I'm not sure why this bug is being delayed, IFAIK Smarty is the only
package that uses /usr/share/php and since Smarty isn't in EPEL I
don't understand why we cannot add a /usr/share/php directory.

Perhaps Joe Orton knows more, is there any way we can get this bug expedited?
