branch sources

Just requested EPEL (4 and 5) branches for apcupsd and cmake.  It 
appears that the EL-4 branch came from devel and EL-5 came from FC-6. 
This seems odd to me, and it ended up with versions in EL-4 being higher 
than in EL-5.
