Mock for EPEL

I fixed the mirrorlist for EPEL now.  Somehow some stale files got loaded into mirrormanager's directory on the app server which confused it greatly...  Everything, not just EPEL, was broken for a bit.

Seem there is some problem with the mirrorlist creation on the Fedora
servers --
http://mirrors.fedoraproject.org/mirrorlist?repo=epel-4&arch=i386
returns an empty list.

Hardcode the repo from http://download.fedora.redhat.com/pub/epel/
directly for now -- for example use

[extras]
name=epel
#mirrorlist=http://mirrors.fedoraproject.org/mirrorlist?repo=epel-4&arch=i386
baseurl=http://download.fedora.redhat.com/pub/epel/4/i386/

for EPEL4-i386
