the procedure is:

1) announce here there is going to be a break.
2) see what apps are requiring it and letting those maintainers know
they will have a break to deal with.
3) work out when those updates can be done.
4) see if there is any way to document the breakages and add that as a README.
5) then put a 1.3 in testing and call for testers.
