EPEL-ANNOUNCE OpenStack Folsom update

OpenStack has been updated from Essex to Folsom in EPEL.
We previously announced this on the Fedora Cloud SIG list:

There is not currently a seamless upgrade path from Essex to Folsom,
as this is being actively looked at upstream (manual upgrade
notes are linked from the URL above).

If you would prefer to stay at the Essex release for the time being,
please enable the Essex side repo as described at:
http://repos.fedorapeople.org/repos/openstack/openstack-essex/README
