He will need an official invitation of the fedoraproject!
With that he can apply for a visa!

Yeah , I have confirmed with a traveling agent , they says you need an official fedoraproject invitation for this visa. Could you guys point me to the responsible person issues fedoraproject official  invitations.

But a tourist visa should also do it for that short period!
