Wiki Accounts

In response to our wiki woes, we have decided to delete all wiki 
accounts that are not watching any pages and are not in the EditGroup.  
This will help speed page saves up because of the way moin iterates over 
users to see who to notify.  Those wishing to keep an account should 
simply sign up again.
