After week of waiting, echo-icon-theme package has a permanent host, it
is called
hosted.fedoraproject.org/projects/echo-icon-theme . I have added the
icons already.

You can can now add/remove icons easily. If you like to get account of
that host, go to the admit account and request permission to
gitecho-icon-theme.
