Not in a way that would pass Fedora guidelines, and for good reasons.
Wallpaper shouldn't be forced on users in a multi-user system.

For the first three, yes.  For the fourth, make it available, yes.  I'm
not sure about the fifth either, but certainly it could be made
available at least (I think).
