s-c-securitylevel for SeLinux not working right

I attempted to use system-config-securitylevel to adjust the iptables
and SeLinux parameters for FC3t1 (rawhide) just a few moments ago and
attempted to tune some of the parameters.
First, it wanted the policy-source RPM installed, which in turn required
checkpolicy RPM. The spec files need adjusting.
Attempting to tune portmat to run without SeLinux protections resulted
in an error traceback:
