I think you may have configured a firewall with the installer or so,
when running system-config-securitylevel, is "Security Level" set to
"Enable firewall" or "Disable firewall"?

I have the same problem, it's actually getting quite annoying as the
machine also servers as a router. I have my system-config-securitylevel
"Disable firewall". And if memory serves me right, that's how I
installed it.
A grep of /etc/init.d/network for 'table' came up negative. However I do
see some code which disables ipv4 forwarding. To be quite honest, that
is indeed the only symptom i've noticed after a `service network
restart`, I never bothered to check the actually rules.
