What about having a co-maintained desktop-filesystem package with
desktop-filesystem-gnome and desktop-filesystem-kde sub packages?
(possibly other sub packages for e.g. xfce)
That would provide the various desktop maintainers with a natural way of
keeping abreast of changes to the user directory layouts. Also the docs
for how packages should integrate would live in the main desktop-
filesystem package and our packaging guidelines would point to that.
