Gimp and Inkscape are actually quite complimentary, one being a vector illustrating application (Inkscape) and the other a raster/photo-editor (gimp). That said, I think a LiveCD could do without either of them - though I suppose that really depends on what the purpose of the LiveCDs are.

For what it's worth, as someone who uses both Gimp and Inkscape everyday, I wouldn't be surprised to see both/either missing from a LiveCD.
