Depending on how streamlined you want the installation to be, here is something to consider

Two users created by default (root and normal) and both with passwords disabled and autologin is enabled by default for the normal user. You can set passwords post installation if necessary. They use a module that allows you to run administration tools without the root password. This seems like Policy Kit with permissive settings.
A potential enhancement would be to preselect a timezone and keyboard settings based on geoip but still allow the user to customize it if necessary.
