I have (spoken to the author). There was a proposal to include it in
gnome-applets. However, an issue opened up with it merging with
gnome-system-monitor (http://bugzilla.gnome.org/show_bug.cgi?id=97664).

However, the author still would like the applet exactly as what it is -
to display network traffic numbers (not in graphs).

For GNOME 2.6, the network-status-applet by Mark McLoughlin has been
prposed for inclusion, and it duplicates some netspeed features. So,
including both doesn't seem viable?

Jeff Waugh has had a thought of a gnome-powertools package, and he
wanted to include netspeed - the author is agreeable, but Jeff has been
silent about the issue.
