Idea for ftp (apt yum) mirrors

The fact is, the server should just provide a mirror list and let the
download manager do whatever is smartest with it.

There is absolutely nothing a user can do manually to check what mirror
is best a software can not do better (except for weird pricing policies,
but that's what manual overrides are for).
