Interface start-up ordering sequence, multiple passes?

ah excellent! hadnt noticed that change.

cipe interface ordering was something that annoyed me greatly with 
7.3 (had to call all the scripts vcipcb? - but shutdown didnt work 
100% correctly, iirc).
