This policy package does not contain a binary policy file in the right
place.  Looks like a build problem.

If you try a fresh install with enforcing enabled from this tree, you
will need to boot into rescue mode from the boot.iso CD, and

mv /mnt/sysimage/etc/security/selinux/policy.{,16}

before you can actually boot properly.
