More than likely someone who is on the mirrors list who doesnt know how
to set F*&(ing permissions so that people dont get their ISO's before
the release date. 

The correct way a release is done:

1) RH gets its bits done
2) It tells the mirrors they have a beta ready
3) Mirrors get their data with the bits turned off
4) At the correct time, the mirrors turn on the bits.
5) People download

every now and then things get messed up. thats life.
