The Fedora project is about creating a full operating system out of
FOSS only.  Fedora Extras, being part of the Fedora project, shouldn't
go against this goal.  If you want to create repositories with Extras
for Fedora, nobody is going to stop you, but it can't be Fedora
Extras.
