HAL will mostly replace kudzu where appropriate. We needed a way to
pull in HAL to handle lost functionality in kudzu so the logical place
was to make a dependency in kudzu. Right now fstab-sync replaces the
old updfstab. In the future HAL might be started earlier in the stack.
