It is. That's why my rpm
(https://bugzilla.fedora.us/show_bug.cgi?id=1019) includes the
following patch:

Then you just need to define KERNEL_* correctly.
I just submitted a similar patch for zaptel (again, last time was in
April of last year).
Broken Makefiles don't change the facts... The software builds fine
without the rest of the kernel source.
