No, the pkgconfig in FC looks also in /usr/share/pkgconfig. This is
needed for noarch packages (like gtk-doc and gnome-icon-theme).
With the old setup a gtk-doc package built on AMD64 would have the
.pc file in /usr/lib64, which is wrong when this (noarch) package
is installed on i386.
