Basically, we've discovered that various 'download accelerator' programs
(that open up 10+ connections with byte ranges) tend to drown out useful
traffic in such a situation. If you try to firewall on multiple connects,
you run into other issues, such as blocking out multiple yum users behind
some sort of NAT firewall.
