CVS access to fedora components (util-linux)

OK this is probably a dumb question.

In bug 123416 it is mentioned that a patch has been added to util-linux in CVS
in preparation for the next release.

Is this in the publicly accessible CVS? If so I'm being stupid because I
cannot find it.

The SRPM in development looks like it's older than the comment in bugzilla.
Also it is dated 2003 while its changelog is 2004. Odd.
