Pick a system call number, build the relevant test code, make it work,
prove its useful to you or others in your own kernel packages and then
submit the changes to the linux-kernel mailing list and work with the
developers on questions they raise.
If everyone agrees its a useful feature it will then get assigned an official
system call id and get picked up from upstream by the standard kernel
