Thats the speed you booted up at.

But you have a mobile Athlon.

Which the powernow-k7 driver saw, and provided a means for
the system to scale the processor speed.  You have a cpuspeed
service running which will ramp up the speed when you need it
and scale it back down when you don't.
This should add some extra life to your battery.
It's questionable if its any use on mains, but it should generate
less heat and run a little quieter at least 8-)
