syslogd not working after 6/12/04 update

Their is a bugzilla case open against it. I looked it up after
experiencing the same behaviour. It refers to the issue as a
configuration issue, or rather, the use of a non-standard
configuration with Fedora Core (system wide utf-8 not enabled
where Fedora Core comes with system wide utf-8 enabled by
default?).

I don't understand the problem myself. I do think that use of
'system-wide utf-8' should not be forced yet. Can somebody who
does understand the problem provide a quick summary?
