For a warmup http://www.linux.org.au/conf/2003/movie/README.html (please
use the mirrors for the mpeg file if you aren't in .au). Its worth
watching anyway. For OLS you need to wait util after this years
conference I suspect. I'll try and find out whats available.
For general content/testing creativecommons has a wide collection of
stuff that can be transcoded

I've not looked much at modern encoding tools. There are good command
line tools like ffmpeg for non-US formats but I've not seen any good gui ones
