Why is gettext "essentially part of the base system"?  On my FC2 system,
I see:

kosh:40:~$ rpm -q --whatrequires gettext
mutt-1.4.1-6
kosh:41:~$ 

That is an explicit "Requires: gettext" in mutt.spec, which may not be
needed (I didn't investigate).
