cdrom not a valid block device

With kernel 327 and 351 (only ones I tried) I get the following when trying to 
mount /mnt/cdrom:

  mount: /dev/cdrom is not a valid block device

eject gives:

  eject: unable to open `/dev/hdc'

cat /proc/ide/hdc/driver: ide-default version 0.9.newide
cat /proc/ide/hdc/media: cdrom

On a PPC laptop with 351 it works!

cat /proc/ide/hdb/driver: ide-cdrom version 4.61

What determines which driver is beeing used? Is this in-kernel?
